Off Leash Dog Park Proposal

   The Magnolia Neighborhood Planning Council along with the Friends of Ursula Judkins Viewpoint/Smith Cove group took a leadership position in the “dog park” location selection process recently.  The Friends proposed to the Parks Department, to local supporters of off-leash areas, and to the Citizens for Off Leash Areas (COLA), that a portion of the Lower Smith Cove Park that is presently unused be set aside as a dog exercise area.  At the moment the proposal is pending a review by Parks, and interested parties.  The planning council believes that this proposal has merit and should be given further consideration by the proponents of off-leash areas, and the Parks Department.

   The proposed area has  some really positive features, including good access and parking.  Rather than having to park in the main park parking lot at the southeast portion of the park, and having to cut across the park to get to this area, there is another gate at the north end of the park that is much closer, that dog park users could use.  There is a walkway that goes to this gate, and that walkway runs right along the north side of the park, leading directly to the area that is proposed for the off-leash dog park. 

    The area is right by the foot of the Magnolia Bridge, and underneath the bridge there is a paved are which is now used for parking, and which could provide ample parking for dog park users.  The park itself is a little difficult to get to, From Magnolia users would have to go to 15th Avenue W., take the access flyover that comes back to Magnolia, and then go down the marina access road to get this location, but it is out of a neighborhood setting, eliminating inherent problems associated with neighbors, it also is not on an arterial, not to  mention that it is in a very pleasant setting.  The park itself is a youth sports practice field, and will have some periods of intense youth sports usage, but that usage is seasonal, however in general this should not preclude the usage of the area proposed for the off-leash facility.
